Mudasir Tantray writes to PM Modi says Kupwara, Handwara Victimized for upholding Democracy

Prime Minister of India,_
 
I find it my privilege to humbly submit the petition for your sympathetic consideration and the  
necessary action thereof. Your Highness, it gives me immense pleasure to seek the kind attention of your  
good-self to intervene in the below mentioned requisitions for the overall development of the given areas:
Sir, Handwara (Kupwara) is being victimized and discriminated for the only reason that this  
particular area has always upheld the ethos of Democracy. The people of Handwara are being looked  
down as Agents of India, for they believe in the mainstream politics and call themselves as Proud Indians.
That, Handwara is known for its active mainstream political activities and the highest turnout in the entire  
Valley testimonies the willpower of the people of Handwara.
That, the respective governments have entirely neglected the Handwara constituency and Step-motherly  
treatment is being meted out with the Nationalist people of this Constituency.
That, Handwara has huge potential for Tourism; religious tourism in particular. There are so many tourist  
destinations that can attract thousands of tourists. Lush green meadows, streams, mountain ranges and  
religious places can be the major source of tourism related activities.
That, one of the famous and ancient shrine of Hindu community “Mata Badrekali Temple” craves for the  
basic facilities. Many devotees visit the shrine every year but they have to face lots of hardships in  
absence of the much needed infrastructure and other related facilities.
That, it is our earnest request that the ‘Mata Badrekali Temple’ be developed at an earliest and its lost  
glory be restored without any further delay. That, the place of Mata be brought on Tourism Map and be  
granted the status of “Spiritual Tourism Destination” on the pattern of Holy Amarnath Yatra.
That, the Mata Badrekali Temple is witness to the brotherhood between different communities. The  
spirituality is awe striking. That, Mother Kashmir is incomplete without her children whose exodus has left  
her shattered. That, the spiritual call from the temple of Mata must not go unheard. That, the return of  
Kashmiri Pandits with Dignity should be executed as early as possible. That, a separate shrine board be  
constituted to develop and promote the lost brotherhood, spirituality, peace and harmony. This all is  
possible only if the Temple is designated as “spiritual tourism destination” on the tourism map  
That, the Bungus Valley is famous all over the world for its unmatched and serene beauty but there are  
zero facilities for tourists and trekkers. That, the place has vast tourist attractions. That, numerable  
historical, cultural, tribal and international memories attached with this majestic place have become the street talk in every nook and corner of Jammu and Kashmir.
That, the Bungus valley and Mata Badrekali Temple be developed as an alternative and long lasting tourist
destination. That, it can generate the employment for thousands of youth and a considerable amount of  
revenue will be added to the Govt. Exchequer on regular basis. That, the said tourist Destination will not  
only benefit the locals of Kupwara District but it can boost the economy of Entire North Kashmir.
That, Handwara is the only major Town in the Northern frontier district that houses all the basic  
requirements of a District Headquarter like Colleges, a number of High and Higher secondary schools,  
district level or sub-divisional level offices, hospital and has got other infrastructure as well. That, it has  
been a long pending demand of this area that Handwara be given the status of District. That, a huge  
population suffers and has to travel miles ito reach Kupwara, the present district Headquater. That, there  
are many tough terrains and far off forest areas that do not have access to Kupwara. That, it has become a  
necessity that Handwara be given a District status. That, this demand if fulfilled; will have a major and  
positive impact on the entire population of this region and will serve as a CBM that will bridge the gap  
between the people and Government.
That, District Headquarter Baramulla has been completely neglected by the respective governments. That,  
the largest District of Jammu and Kashmir – Baramulla – has turned into a slum. There are street vendors  
every where, no way for pedestrians and ironically Sir, the District Headquarter does not have any  
designated parking slots. That, there is complete mess where ever the sight goes. That, a project named  
‘Greater Baramulla’ was jointly drafted by the civil societies, traders, youth leaders and the local  
administration to redress these issues and the same awaits the official approval from last many years now.  
That, the ‘Greater Baramulla’ project be approved at an earliest. That, the entire business fraternity is  
dying a silent death because of the official apathies’ and unfriendly approach of the local administration.  
That, the parking slots be earmarked on war footing basis and the street vendors be shifted to a particular  
place.
That, Pattan (Shankarpora Pattan) is a historical town in Jammu and Kashmir. The once capital of Jammu  
and Kashmir, is now the most neglected place of Valley. Pattan is famous for two majestic Shiva temples
(locally known as Pandaw Mandir) built during the reign of Sankaravarman (833-900 A.D).  
That, this historical and centrally located town has been the worst hit during the Pakistan sponsored  
terrorism period. That, there is absolute chaos and mess ever where we go. The main market is same as it  
was in 1947. There has been virtually no development on ground, Sir.
That, we request your Highness to redevelop the Historic place and it be elevated to a District Headquater.  
That, given to its history, topography and geography; Pattan fulfills all the required criteria for a District  
Headquarter. That, the lost sheen and glory be restored. That, Pattan be developed as a Heritage Town.
That, the Main Highway, Market, Hospital and Higher Secondary school of Pattan built in 1940’s are in  
pathetic and terrible conditions. The traffic jam at Pattan lasts for hours together. that, even ambulances  
ferrying patients from different and far flung areas of North Kashmir get stuck in the terrifying traffic jam.
That, Pattan is a centrally located Constituency and is known as Gateway of North Kashmir. That, a huge  
chunk of population is directly or indirectly dependant on Pattan. That, Sangrama and Gulmarg  
constituencies can be easily added with Pattan District Headquarter. That, Pattan has almost all the  
resources needed for a District. Be it land, all weather road connectivity, location, population or train services; Pattan has got all these requirements.
Esteemed Sir, I have pinned all my hopes on your able and dynamic personality. Sir, your  
unique authority over administrative decisions and the public friendly governance system have inspired  
millions of people across the globe. Sir, we the youth activists of Jammu and Kashmir are very much  
hopeful that your good-self will not only personally intervene in this particular case but also monitor its  
implementation work as well.
